Is it legal to have a licensed motor vehicle with an operable beer tapper installed on it?

This afternoon Jill and I took some time to attend a small town grilled pork extravaganza and came across this guy dispensing Shock Top Belgian White beer from the trunk of his Volkswagen beetle.

The vehicle even had a Mohawk doo.

The way I figure it - it's legal because there is no way the operator of the vehicle can access the tapper from the driver's seat.

If you like mass production American Belgian beer knock-offs - Shock Top isn't bad.
