Police release more details on child sex assault case

Incident started in Falls, ended in Tosa

A 48-year-old Brookfield man accused of abducting and raping a 14-year-old girl in the basement of a Wauwatosa apartment complex on March 8 is set to appear in court April 16.

On March 10, the Milwaukee County District Attorney charged Sunil Kumar Singh with two counts of second-degree sexual assault of a child and one count child enticement.

The recently released Wauwatosa police report provides more insight into what happened the day leading up to Singh's arrest.

According to the report:

The 14-year-old girl from Menomonee Falls said she had gone to the hair stylist that afternoon, then to a gas station for cigarettes. But because she was underage, the clerk would not sell them to her.

She hung around outside the gas station for a while, and Singh approached her and told her he would buy her a pack. When he came out, he said he needed to take her "to a safe place" to hand off the cigarettes so they would not get in trouble.

He drove to Rotary Park in Menomonee Falls, giving her a large water bottle and soda bottles full of alcohol and told her to drink. At one point, the girl started talking about wanting to get out of the car and Singh grew angry, threatening to kill her.

When the two arrived at the Wauwatosa apartment complex, he grabbed her and pulled her across the parking lot and down the stairs to the basement where he raped and beat her. Afterward, as he was getting dressed, she ran to a building across the street and a resident helped her call police.

When officers arrived, she was extremely intoxicated and naked from the waist down. She had two large contusions to the back of her head, a swollen right eye and lip, scratches on her lower back and hips, bruises on both arms and abrasions on her legs.

Singh had lived with his wife and children in the Wauwatosa apartment complex where the rape occurred for six years before moving to Brookfield in November.

Wauwatosa police say Singh has had multiple run-ins with police for inappropriate sexual conduct.

In July 2005, Singh was arrested - and later convicted - for disorderly conduct after he asked two 17-year-old girls if they liked sex, offered to perform sex acts on them and touched one of the girls on the thigh.

A year later, in July 2006, Shorewood police picked him up for urinating in a public park and verbally harassing people while intoxicated. That arrest was followed by an incident in November of that year at Mayfair Mall, where a woman told police Singh had made obscene gestures and cornered her in a parking lot.

The list of complaints grew longer in September 2008, when Singh allegedly approached a woman on the street and offered to pay her $20 for sex. Later that year - a specific date was not available - Singh tried to enter a neighbor's apartment.

The West Allis Police Department cited Singh for disorderly conduct in July 2009. In that incident, he allegedly followed a pedestrian in his car, and said, "You know what I want."
